Hello,
If you want to reduce the brightness of your screen under the minimum that allow the system, you can use an app like Lux Auto Brightness or Wellbrightness that are applying filters on the screen but not really lowering the power used by the backlighting.
Another way is to use an Explorer like Total Commander and look for the LED controls. You can find it in /sys/class/LEDs/LCD backlight/ then the file named brightness controls the actual brightness of the phone. View it as text and see your lowest allowed setting. Now you just have to lower it. If it say 30, lower it it to 10 and save. Normaly automatically the brightness drop to a much more suitable level.
Note. For all devices and ROMs this may not be the same but just use the search to find brightness, LCD, or backlight. Be careful when changing values and be sure to remember what they were if you don't have custom recovery.
Your phone ned to be rooted and the explorer need to have the rights to modify your system.
Hope it helps

This is not a solution. We need to change the brightness of the minimally allowed, not actual

You change the actual, it change it automaticaly to the value you put. So it's actualy changing the brightness. Changing the minimum really need to do deep changes on the rom and can't be done by an average user.

Remember that luminance uses the logarithmic scale. The indexed setting is probably a graduated translation of the luminance in logarithm.
Just like sound sensitivity is logarithmic.

Anyway can you change the refresh rate to save battery? And is the refresh at the led or the lcd level?

Just save it in another folder then copy it and paste it to the folder where it need to be. Then it will ask you if you want to replace the actual one, you say yes and it will replace it. I don't know why but it's not letting you directly modifying and saving you need to do this process to save it.

I am not really familiar with what you said about logarithm haha

I had read this tips a long time ago and I have used it in almost all my previous phones. Sometimes it was not working with some devices so perhaps it could not work with some Elephone ? Not sure as I haven't tried it with all devices.

It should save battery cause it's not a filter, it's really decreasing the power of the backlight so it's the same kind of change as if you was putting the light from the maximum level to the minimum level. Same effect.

have tried YAAB ?

Used it for long on other phones and really downscales + gives longer battery life (which is THE point for many people decreasing brightness) + good responsiveness to lux variations
